It's hard to understand, based on this particular article, whether he is referring to something specific that occurred or a trend over time.

Either way, has anyone recently heard of places that used to ship to PA but no longer will? (Other than Wine Library)

Interesting history how this bubbled up... I've not ordered from POPS wine in NY in a while, but I just tried a simulated order and it still accepts my PA address, and would have processed my order had I hit "submit".

Hmmm...I guess we'll wait & see. Haven't had any trouble with the retailers I by from - or auctions. It took quite a while after Granholm for places to ship to PA. Maybe the drip, drip, drip will now go in the other direction.
